Aviation Safety and Security

Course Rationale
Aviation safety and security are areas that are gaining more relevance
for a broad spectrum of parties, particularly with respect to regulatory,
legal and technical issues related to the ramifications both issues have
on these parties. MITRE is becoming increasingly involved in providing
technical assistance to international civil aviation authorities and airlines
worldwide. The primary objective of this course is to provide a basic
understanding of the requirements, methods and systems used by governments,
airlines, airports and air traffic control organizations to ensure the
safety and security of international commercial aviation. A secondary
objective is to communicate MITRE experiences and knowledge in this area
and to broaden MITRE’s institutional understanding through discussions
with different members of the industry and civil aviation community at
large, to bring together differing perspectives and insights.
Being an introductory course, the individual modules are presented at
a high level. However, it is intended that specific course modules could
eventually be detailed to suit the requirements of more diverse and knowledgeable
audiences such as air transport industry executives, international aviation
organizations, airports/airlines technical and management-level staff,
academics and researchers, and policy makers involved in this field.
Course Description
Aviation safety and security typically involve varied aspects of the
air transport industry that need to be put within one framework to achieve
the global objectives of ensuring safety and security, while maintaining
operational efficiency, cost-effectiveness, and satisfaction of the traveling
public at large. This course seeks to provide a basic understanding of
the integrated nature and complexity of safety and security programs and
practices. The course is “universal” in two aspects. First,
it encompasses the primary organizations involved in the oversight and
management of aviation safety and security operations: regulators, airlines,
airports and air traffic control organizations. Second, the course is
universal in its focus on international aspects of the subject. The ultimate
outcome of the two aspects is universal in providing the benefits to the
primary stakeholders of the global civil aviation system, and the public
at large, of lowering the probability of mishaps, regardless of cause.
The course modules familiarize students with the many interrelated components
of the aviation safety and security system. Specific topics include various
safety and security oversight and management programs; their objectives,
requirements, issues and future trends. Roles and responsibilities of
various components of the aviation industry including air traffic control,
airlines and airports are discussed. The course also presents the challenges
associated with aviation information security (INFOSEC).

One Day Course: $600
