Aviation Safety Management

Course Rationale

Regulatory, legal, and technical issues related to aviation safety and security have gained relevance for a broad spectrum of domestic and international aviation organizations. Awareness is growing that issues of operational safety and systems security must be addressed together. The MITRE Corporation has become knowledgeable in this area and  is increasingly providing advice to the aviation industry. MITRE seeks to communicate its knowledge in this area and to broaden its own understanding of the issues by bringing together different perspectives and insights.

Course Description

This course provides an overview of aviation safety issues and is designed for a diverse audience. Aviation safety typically involves various aspects of the air transport industry that need to be put within one framework to achieve the global objectives of ensuring safety and security, while maintaining operational efficiency, cost-effectiveness, and the satisfaction of the traveling public.  This course presents programs and practices adopted by the US (FAA) as well as the International Civil Aviation Organization (ICAO). 

The course focuses on principles of safety as they impact the different parts of the aviation industry-airports, airlines, aircraft, and air traffic control/management. The course highlights basic definitions of aviation safety and discusses safety management oversight and related audit programs; their objectives, requirement, implementation and present implementation worldwide. It covers aviation safety assessment programs, as well as airport certification and inspection.

Each student will receive a workbook that includes a glossary of relevant terms, a copy of the slide presentations and supplemental course materials. There will be a question and answer period after each presentation. Time will be allotted to allow students to evaluate the instructors and the course material, and to provide additional comments or recommendations.

Course Topics

Topics covered include aircraft-airport safety programs initiatives are also discussed. Key aviation security concepts for airports and airlines, adopted methods and standards for airport and airline security, and advanced airport security technologies. Establishing airport emergency plans and the framework for aviation risk assessment and management are discussed. Aviation personal communication safety is addressed focusing on language, human factors, controller override and the role of communication in airport emergency and crisis situations (crisis communication). The emerging issue of aviation information security (INFOSEC) is also addressed.

Course Objectives

The primary objective of this course is to provide a basic understanding of the requirements, methods and systems used by governments, airlines, airports and air traffic control organizations to ensure the safetyy of their systems.

  • Define the concept of aviation safety and security management  
  • Provide an historical context of aviation safety and security developments
  • Describe the role of the regulatory authorities and other government agencies in the overseeing aviation safety and security matters.
  • Review and describe the types and causes of accidents to provide an adequate "lessons learned" background to the emerging measures to enhance safety and security
  • Describe the various systems used by airlines, airports and air traffic control to effectively manage and assure safety and security
  • Identify and discuss current topics of interest or concern
  • Provide opportunities for discussion and further exploration of safety topics
